Drop on the taskbar button. If you want to copy it to an Outlook folder, drag it to the desired folder. I have a folder named Templates.
Email templates pinned to the Outlook button on the taskbar can be accessed by right-clicking on the button or you can copy the template to a folder in your Outlook data file. There are recently used templates that can be found on the right-click menu.
Pin the template to Outlook is one of the ways to make it easier to use.

The Normal template and templates downloaded from Office.com are not the same as the custom personal templates. Personal templates can be found in Word by default.
The user has aDocuments folder. In the Options dialog box, you can specify your personal templates folder. You can access your personal templates from the Start or New screen after setting up your personal templates folder.
If you want to create your own personal templates and access them from the Start or New screen, you should create a My Templates folder.
The default folder for personal templates is displayed on the "New" screen when you create a custom template. Click on the template you want to use.

Why can't I access my templates in Outlook?
If the template doesn't contain controls that require you to open it from the template folder, you can store it in other locations, including the Documents folder or the Desktop, or you can copy it into a folder in your Outlook data file.
When you want to open a template, you need to go through the Choose Form dialog, which is a few more steps than most users want to take.
Outlook 2010 and newer does not support hyperlink buttons, and you need to respond to a warning dialog before the template opens, which is not supported in older versions of Outlook.
You need to use a macro to create a button that will open a template in Outlook 2010 and up, as it does not support hyperlink buttons found in older versions of Outlook. There is a security dialog when opening a template hyperlinked to a button.
